How to FOIA a UAP record
Filing freedom-of-information requests is how this archive grows. Most national programmes have a specific statute, a specific contact, and a sample-letter template that works on the first try. Below: a per-jurisdiction recipe for the 14 source agencies we mirror.
USA — FOIA
5 U.S.C. § 552File via each agency's online FOIA portal. For UAP specifically: AARO FOIA office, foia.gov (federal hub), NARA for declassified Blue Book / RG 341.

FOIA 2000 c. 36 · DPA 2018Use MoD's FOI form for items still held by the department, or order directly from TNA Discovery for accessioned files (DEFE, AIR, HO 305, DEFE 31 series).

Argentina — Ley 27.275

Uruguay — Ley 18.381
Ley nº 18.381 sobre Acceso a la Información PúblicaCRIDOVNI accepts requests by phone, in person at Carrasco, or by web form at fau.mil.uy/cridovni. Annual aggregate stats are public; case-by-case detail requires a formal Ley 18.381 request.
Peru — Ley 27.806
Ley nº 27.806 de Transparencia y Acceso a la InformaciónOIFAA's intake was paused 2008–2012 and is intermittently active. Best path: combined request to FAP Comando Conjunto + the Ministerio de Defensa transparency office.
Spain — Ley 19/2013
Ley 19/2013 de Transparencia, Acceso a la Información Pública y Buen GobiernoThe 1992 Orden 13/1992 desclassification covers most EA holdings. Newer requests typically route to the Archivo Histórico del Ejército del Aire in Villaviciosa de Odón.
Italy — D.lgs. 33/2013
D.lgs. 33/2013 (FOIA italiano) · D.lgs. 97/2016Italian FOIA replies are mailed by posta elettronica certificata (PEC) for legal effect. The AM publishes aggregate stats annually; full case files require PEC-based requests to Comando Logistico — Reparto Generale Sicurezza.
New Zealand — OIA
Official Information Act 1982The 2010 OIA release covers ~2,000 pages already public. New requests should target post-2010 incident logs or RNZAF operational records not yet declassified.
Canada — ATIA
Access to Information Act, R.S.C. 1985, c. A-1Project Magnet + Second Storey are at LAC and publicly indexed. New requests typically target DND incident reports from Northern airspace.
General tips that increase response rates
- Be specific. "All UAP records 1947-present" → form-letter denial. "AFOSI sighting reports from Kirtland AFB, June-August 1980" → results.
- Cite file references where known. DEFE 24/1948, RG 341, Notimp 250, Orden 13/1992 — using the agency's own catalog ID short-circuits the search.
- Identify yourself as non-commercial / educational where the statute supports fee waivers (USA, UK).
- Ask for digital delivery. Cheaper for the agency, faster for you, and lets you mirror without re-scanning.
- Pursue partial denials. Most statutes require the agency to specify the exemption (national-security clause, privacy, etc.). A targeted appeal often unlocks redacted sections.
- Pre-check the catalogue. NARA, TNA Discovery, Arquivo Nacional, LAC all have public search — sometimes the file you want is already accessioned and just needs a copy order.
- Don't conflate. Always file one statute, one agency, one subject. Combined requests get pinballed between offices.
- Share results. If you obtain previously-unreleased material, open an issue on our GitHub and we will mirror it.
